Flood and erosion are the major problem caused by the rivers Brahmaputra, Jiabharali, Gabharu, Belsiri, Depota, Ghiladhari, Solengi, Brahmajan, Singra Maganijan, Chatrang, Sessa etc flowing through Sonitpur & Biswanath district of Assam. To control the menace of flood inundation Tezpur W.R Division has been taking up construction of embankment, raising and strengthening of deplorable embankment, anti erosion works under different heads of account. The breach closing works are taken up by the Division under State Disaster Response Fund (S.D.R.F.).
To prevent inundation the Tezpur W.R. Division has so far constructed 223.38 km of embankment for river Brahmaputra and its different tributaries. River wise length of embankment is shown below:-

Awareness program:-
Awareness program for field staff is launched. The officers are also sent to training organized by the district administration.
At field level, Awareness program for local people will be launched to ensure safety of the embankment.
Maintenance of Embankments:-
Proper maintenance of embankment is extremely important and essential. Any breach through the embankment can be disastrous and can cause even greater damage than the inundation by the floods from rivers where no embankment is existing. The maintenance of embankment can be divided into two parts: During pre monsoon period and During Monsoon period.
Maintenance during Monsoon:-
Very careful maintenance of the embankment is necessary during high flood. Frequent inspection and constant attendance by all concerned are essential. The establishment required for proper up-keep and maintenance of an embankment will vary according to its importance as also the behaviour and discharge of the river.
Flood fighting materials is stored at vulnerable reaches and organised the set up in such a way that materials and working staff are readily available in short notice.
Patrolling
Patrolling is commenced as soon as water comes against embankment and is continued until water finally leaves the embankment. During this period the entire establishment engaged on Patrolling is present on the reach of embankment within the specified jurisdiction. A personal inspection is made by the Executive Engineer before the flood arrives to satisfy himself that all necessary arrangement have been made to meet flood condition throughout the whole length of the embankment.
When occurrence of abnormal condition is anticipated the Executive Engineer informed the matter to the Superintending Engineer. The Superintending Engineer will inform his Higher Authority so that immediate attention may be concentrated on remedial measure. The Superintending Engineer decides the reach or reaches likely to give troubles on account of erosion and take special step to see that adequate arrangement have been made for keeping him informed as well.
When the river is in flood, close and constant watching and unremitting supper-vision both by day and night by adequate staff and materials is provided. Temporary Head Quarter of supervisionery staff is possibly located near the dangerous and important reaches of the embankment, town. Protection works in their charge.
Collection and Transmission of water level data:
To record the water level, the Water Resources Department has set up twelve numbers of gauge stations in Sonitpur & Biswanath district . The location of the gauge station along with the danger level and high flood level of the river is shown in Annexure III. Water level of the gauge station is recorded every day at 8:00 a.m. From 15th May till end of the flood season a Control Room will be set up in the office. The flood message is received and transmitted regularly through daily bulletin, over telephone, W.P.T. message and through messenger in standard format during flood time.
The Executive Engineer will send the flood bulletin to the A.P.R.O Sonitpur, Tezpur for onward transmission to Control Room of Water Resources Department, Guwahati , Addl. Chief Engineer and Superintending Engineer and to the Deputy Commissioner of the respective Districts . The flood bulletin contains information as follows:—
1. Daily information regarding the water levels at different Stations of the rivers.
2. Danger level and high flood level of the river.
3. Rainfall data from Gohpur W.R. sub division, Tezpur Meteorological Centre, Dibrugarh, Tezu, Tuting, Passighat, Papumpare, East Kameng & West Kameng district of Arunachal Pradesh collected over Telephone and reflected in the bulletin.
